A more precise definition of telemarketing would be the unauthorized use of a private citizens utility that he or she pays for the purpose of repeated unsolicited harassing calls to either collect information for marketing purposes, manipulative sales pitches or for the purpose of defrauding said owner. Once the definition is clear, banning this practice is a common sense decision.
