concept release definition - finance
A report by the Securities and Exchange Commission (SEC) outlining a proposed rule change. The concept release is made in order to solicit the publicÂ’s viewpoints before an actual proposed rule is announced. The SEC specifies how long the public has to submit opinions, known also as the comment period. Concept releases also may be used by other regulatory agencies, such as the Commodity Futures Trading Commission.
