A
letter written by a corporation or stock or futures exchange outlining its
thoughts on a particular topic under review by the Securities and Exchange
Commission (SEC) or other regulatory
agency. When the SEC is considering changing rules or procedures, the
commission receives input on the proposed changes during a comment period.
